The Demise of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are conducted: hopeful statements are issued from multiple capitals. Immense energy is devoted on containing particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: possibly the approaching threat won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a principle well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until situations evolve in its favour.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
